The first flag is the generic one. The second one is the real

(For what it's worth, I think the original thread that Valerie started
here was just to _enumerate_ the issues that users of both Bugtraq 2.0
and the 'current' Bugzilla on defect.opensolaris.org have seen that
would prevent or hamper migration from one to the other.  It wasn't to
_fix_ them -- that's likely a different audience -- though I do
appreciate the pointers and details.)

Hi Jim, Max & Timeless -

it is good to know that the capabilities we want may be available
in later versions or with different configurations, as I'm providing
this to the defect management program office to try to scope what
work may be needed if we moved to bugzilla alone.
