I'm still alive, and saw your previous mail. It looks like Tim's not a member of the list. I can't find any setting for allowing/denying non-members' posts, but at one time it was the default to reject these. They aren't in the pending moderation queue, either (indeed, that queue is empty) but that may be because there are no moderators configured - I'm listed as the administrator only.
