The two times that I downloaded setup-TopBraidComposer-ME-3.0.0.exe they were both 281,443,328 bytes, and diff saw no differences.
Various dialog boxes and so forth worked fine up to the point where I got that message. I would think that if I hadn't downloaded the entire file I wouldn't have gotten that far.
