Scott, I exported the Excel file as a .txt file and in Navigator, I right clicked on .txt file, choose import OWL File from Spreadsheet (Text Files). I lacking an Overview panel in the Resource Editor. I want to add additional URIs.

If this is the case, then the wizard will create a valid .n3 (or .owl) file in your workspace. The file can then be opened as any other .n3 file.
