Dalia; Dublin Core is included in your TopBraid installation. Got to Navigator > TopBraid > Common and drag-drop dc-1.1.rdf into the Imports view for your file.
In terms of the ontology overview, make sure you are looking at the Ontology Home (the house icon in the icon bar).
