In general the problem of writing down RDF to support things like text
diff in the way wanted is insolubl in a practical and complete fashion.

Practically, it would be possible to take a turtle writer and do a *good
enough* job of:
a) choosing blank node IDs
b) ordering the triples
to mean that there may still be some misleading differences between two
turtle files of different versions of an RDF document, but tools such as
text diff would work a lot better.
Unfortunately this work has not been done in a reusable fashion ...
