It is one of the OWL 1 specs ... somehow 7.1 sounds strangely familiar,
so I would go for the OWL 1.0 Semantics and Abstract Syntax doc ...
Leonard's understanding of the spec is correct.
Back in 2003 and 2004 I put a lot of effort into writing a streaming OWL
syntax checker, but the community I was involved in at the time were
basically uninterested and that particular syntax checker is no longer
supported.
