I take it Leonard is talking about Section 7.1 of OWL Reference http://www.w3.org/TR/owl-ref/.
According to RDF semantics http://www.w3.org/TR/rdf-mt/#rdfs_interp rdfs:isDefinedBy is a subproperty of rdfs:seeAlso. I don't know that I would advise changing RDFS.
