I was, however, referring to public statements made by Chris Welty at a

My personal opinion: In general you will find very few public statements
*against* those W3C standards. There has been and still is a lot of
background grumbling about standards like OWL 2 and RIF. But in the end, any
small group of dedicated individuals is able to publish W3C standards, if
they are just committed enough. What matters is whether there is a broad
adoption in the real world beyond lip services. Yes many tool vendors claim
support for OWL 2 and RIF. But do we see a wide adoption of the new OWL 2
restriction types and system properties, or RIF models all over the place?
No. Note that this greatly contradicts the amount of academic papers etc
that all argue about the theoretical benefits of those technologies. The
existence of those "scientific" papers discourage people from openly
opposing these new standards. For anyone who has been in CS academia long
enough (like myself) it is clear to see that you can get papers accepted
about almost anything. But people vote with their feet.
