This happened to me before. I believe it has to do with Apple security. Change a setting in the Security & Privacy Preferences as described here: https://www.yourkit.com/download/mountain_lion.html
Also, try right-clicking the Eclipse icon after unzipping the folder, and hold down the shift key while clicking ³Open² in the context menu. This may bring up a dialog with an ³Open² button that works. After you unzip succesfully, you can change the setting back.
