John is right. Old "TOPCASED editors" are deprecated.
Technically speaking those editors were quite good but not flexible enough for 
customization (compartments, connection routing, colours, property view...) and 
especially concerning UML profiles with no ability to display stereotypes 
attributes. We needed to switch to more flexible generation framework like GMF.
The other reason was economical : we joined efforts with CEA (French nuclear 
agency) to develop one modelling UML /sysML editor that would be hosted by the 
eclipse foundation instead of two development of an open source Eclipse UML 
editor in parallel. When Eclipse MDT Papyrus reached a certain level of 
maturity, we decided to integrate it into TOPCASED so that we could make 
TOPCASED ecosystem of customization capabilities. Then it was extremely costly 
to maintain two editors technologies and from 5.2 we encourage TOPCASED users 
using Papyrus as it has now quite good maturity except a few remaining bugs on 
collaborative modelling that are mainly fixed now.

"old" topcased editors remain present because there exists some users of those 
editors that would probably like to benefit from progress in other components 
(gendoc2, OCL, simulation...) but that are not yet ready to switch to Papyrus 
editors.

Concerning the interest to use TOPCASED or to download directly Papyrus,  it is 
just a matter of scope. Papyrus will bring you the UML/SysML modelling editor 
and that's all. TOPCASED is a modelling platform with modelling editors but 
also document generator, model simulation, OCL editor, requirement 
management/traceability.

I am sure some of the  staff will answer shortly but I have been a user for 
several years.

The Topcased editor is deprecated.  Use the Papyrus editor and documentation in 
that column.

There are tools that work with the editors that are provided by the Topcased 
organization and I don't think they are available via the direct papyrus 
download.  But I have not explored that very deeply.
