I especially have a problem with the Windows 7 platform, as I currently lack access to the released version of Windows 7. Hardware (64 bit) would be available here, but I do not own a license (my MSDN pro subscription has expired before Windows 7 final was released). Vista 64 bit is available here. Regarding the overlays, Windows 7 has the inherent problem that it provides too few slots for overlay handlers out of the box as noted in: http://bitbucket.org/tortoisehg/stable/issue/324 . (I discovered this on Windows 7 RC. I can't say if anything has changed since the release of Windows 7 final). If this problem can be tackled, it probably must be attacked in the TortoiseOverlays component, which wraps overlay handlers, and which is developed in another project (i.e. not on the TortoiseHg project). So, from my side, support for shell extension on Windows 7 final is currently very limited, or in fact: inexistent (mostly because I lack access to it).
