Um, forget that, it is the other way round (sorry, false attempt
at explaining things...).

TortoiseHg shell extension implements the COM interface
IShellIconOverlayIdentifier, and the interface is called
by the TortoiseOverlays.dll.

TortoiseOverlays.dll implements the same interface, which is
called by Window's explorer.
