Can we look into whether we are properly handling updates from the network / 
modem to the emergency number list.
Also does it make sense to allow the user to enter any number from the default 
list in addition to what the sim provides.

  Steps
  1. Emergency mode (e.g. Lock phone with a passcode, slide left, tap on 
"Emergency Call")
  2. try input 911, 112 ==> OK
  2. try input 110, 119 ==> "Dial" button is inactive after number is input

  Expect
  Allow these numbers in emergency mode
