Maybe, maybe not.  In the enterprise it's often better that servers and
devices have no-nonsense, fixed network setups so that they cannot under
any circumstances fail to receive addressing, DNS, and whatever other
configuration info that they may need to function 24/7.  If new
addressing or other network configuration needs to be pushed out then
it will often be done via scripting, not DHCP.
