It works by sensing body heat, like a motion detector. In fact, the SB Touch may just use the IR receiver as a proximity sensor. The factory tests seem to indicate getting within 6" will trigger it.
AFAIK, it is not currently being used by the OS, but it would be cool if I could wave my hand and have it come out of screensaver or display the 'powered-off' clock.
