Not true. Lots of experienced listeners can identify low levels of jitter. I've personally been tested in a blind test and successfully identified levels of jitter between 15-30ns. I know of others who can identify differences even around 10ns. Differences of 100ns, which some people consider low, was easily identifiable, both by me and others. 2 Caveats: a)you need to know what to listen for, and be an experienced critical listener. Just like with many types of perception based comparisons, experience (I'd call it "training your brain to properly interpret what you are hearing/seeing")makes a difference. b)a highly resolving system is also needed.
