As I recognized now the touch doesn't use WPA-NONE, instead it works as
unsecured wifi. Diagnostic says UNKNOWN as encryption mode. If I change
the psk (private key) on one device it was able to connect to the other
device anyway.

So I changed to the less secure WEP. Now the devices are only able to
connect to each other when the wep_key is the same on both. Diagnostic
says now WEP. So better a not so good security as no. This information
for all of you that are interessted in the solution. To get WEP you
have to change the wpa_supplicant.conf on both devices. The network
section should look like this:

network={
ssid="Your SSID"
key_mgmt=NONE
wep_key0="Your Key"
wep_tx_keyidx=0
mode=1
}

Be aware that the Key is not longer than 16 chars (for WEP-104).

My laptop still says it is a unsecured wifi and is able to connect
without asking for any password/key. Why?!? Because I use static IPs
the laptop don't get a needed IP to use the wifi but it confuses me
anyway. Can anybody give some infos to this topic?
