This seems like a project tailor made for a CNC milling center. It could be made from either aluminum or some form of plastic. No need for molds, dies etc. Since we are not talking about gazillions of these the fairly slow throughput of a CNC milling machine would be fine. No overhead other than the design. Put a chunk of plastic or aluminum in the machine and let it go.
