Unfortunately the whole system of how music streams are handled currently on the Touch does not allow for separate volume on the digital and analog outs. It COULD be done but it would take some significant changes in how things are done (otherwise known as a lot of programming and testing) to make it work. Its NOT just adding an extra button in a menu. AND it would take even more memory to support it. Not necessarily a good thing to do!
