Sounds like this non-OEM PS is good for only two things: voiding your
Touch Warranty or causing a fire/accident!

IOW, it is dissipating excess voltage as heat which it and the heatsink
were not spec'd for and doesn't meet the minimum current requirement IE
not a good choice. Especially when it will make no difference
whatsoever in the Touch audio.

And yes I have listened and done AudioDiffMaker and test equipment
measurements using a Battery, a laboratory calibrated linear power
supply, OEM supply, and super filtered power supply. The Touch doesn't
benefit from any of them, it is well designed and only needs a proper
and adequate power supply.
