The only other thing that could be going on is that there's another DHCP
server running on your network that is handing out addresses on the
192.168.1.x subnet.

Are you sure you've disabled the DHCP _server_ on the WGR614, and not
just the DHCP _client_? It could be confusing. I'm sure they can both
be disabled in the configuration options of the router.

Although it's not required, you normally want such a network device to
have a static IP address. To do so, you would disable the DHCP *client*
on the router, so that the router itself doesn't retrieve an IP address
from the original DHCP server. Then assign the new router an IP address
that is outside the other DHCP server's address pool.

Then you also must disable the DHCP *server* on the new router.
