Here is the procedure that works for me:

on a separate computer download the fab4xxx.bin file and copy it to the
usb stick. Unplug the Touch from power, plug the USB stick in, plug the
power back in.

After it boots go to 
Settings/Advanced/Software Update

You should see the version on the stick in the list, select it and it
should update to that version. 

The Touch only checks for the existence of firmware on media (USB/SD)
at boot time, so just plugging in a stick is not good enough, you have
to reboot as well. 

You don't HAVE to pull the power, you can also press the button on the
back (about 1 second only), but its usually easier to just pull the
power.
