Probably the best test for determining if its wifi or not is to plug an ethernet cable from the touch to the router, make sure you switch the Touch over to using ethernet rather than wifi (its under settings->advanced->network). If the touch is a long way away from the router then temporarily bring it next to the router for the test.
If this works then its a good probability its wifi related. If you still have the problem then its a whole different set of issues to look for. So for now its best to see if the problem goes away with the Touch direct connected to the router.
