I have been trying to do similar but I use a separate app to create my playlists (MusicBee in windows). It allows me to export playlists into my LMS playlists folder and adjust the path as necessary. The problem is the doing a playlist only scan doesn't pick them up. Is there a setting to make LMS find them or am I doing something daft? I notice several posts on here talking about it so it obviously should work.
