To exclude the Touch hardware test it by connecting with ehthernet it to
the router, it has a headphone out you may even try some music.

Try connecting the laptop to the router with Ethernet while playing
music, this solves half the problem .

You have to go into it's network settings and fiddle with it to get it
to use Ethernet not just sticking in the cable .

But the best use case is to have Touch and the computer connected to
the router, connected via the laptop you have to setup internet sharing
on it .

Touch does not run both interfaces in parallel afaik.
