It doesn't seem to work. I get no Colonize order no matter what I try.
Steps to reproduce:
* Start tpserver-cpp -C quickstart-risk-bid.conf
* Start tpclient-pywx, connect to server
* Observe: a couple of planets already recieved
* Messagelist also mentions "Your received a randomly assigned
planet(s)" with list of planets
* Click on any planet you own, no Colonization order available
