Well, right for all users point you can drop out single user from receiving all notifications like that. But it's still "all" or "nothing" situation for single user. Well to be able to listen spesific tickets for example want to listen 20 tickets from all 6000 that exists in ticket database... Not fun to create rules even it is possible. And you still can't listen to changes on wiki pages though e-mail. Not a big issue but there is few pages in my tracs I would like to keep people informed that something has changed.
