I think you should look at this first: the issue does not seem to come
from Trac, but from your environment:
Either the web server that runs Trac is not allowed to initiate SMTP
output connection, or the SMTP server cannot be reached from your Trac
server.
If you run an antivirus on your machine, you may have to tell this
tool to allow SMTP output connections
