Cannot reproduce this on my 0.11.1 installation. Once I click on "Create ticket", I get an error "Warning: Tickets must contain a summary." like you got. The difference is that I am presented with the new ticket form, and the description I entered in the previous step is filled in. No need for the browser's back button exactly the behaviour you expect. Also you mentioned an internal error. If this comes from apache, you should see more in its error log. You could also enable trac's internal debugging and watch trac's log. Again, I have no problems wit 0.11.1.
