You can check out the the current stable release using SVN from

You can also download tarballs of the source from
http://trac.edgewall.org/wiki/TracDownload
If you have Python setuptools installed, then the easiest way to install
is with the command:
easy_install http://svn.edgewall.org/repos/trac/branches/0.11-stable

If you're asking if you need to install the Trac software on each
machine, the answer is no - Trac itself is server-based software. You
should only ever need one active installation.
I've never used TracExplorer myself, but I can tell you my company has
used TortoiseSVN on Windows quite happily with Trac and SVN for some
time now.
