Have you found / checked trac-hacks.org?  There are many plugins that
you can use with Trac for all sorts of enhancements and there are
several that enhance permissions (I've not needed any but they get
mentioned quite a lot, e.g.
http://trac-hacks.org/wiki/BlackMagicTicketTweaksPlugin but there may be
others).
