I am looking at my setup v 0.11.x, and in the trac.ini file there is a 
Notification section
I believe the one that enables that field is the use_public_cc = true option.  
The other options are smtp_always_cc = specific persons email.   As long as 
your smtp enabled I think this should work.

I thought this was the out of the box option

I had a look, but all of the "notification" ones were other types of
notification, and I didn't see anything on CCing. Given the "all or
nothing" approach of what people can change with the current
permissions then I'm surprised it hasn't been asked for before, or
created as a plugin if it is easy enough to integrate without stepping
on Trac's toes. I will double-check in case I missed something,
though.
