Sounds odd. In order to show the ticket, it must read it from the database. And that has a field called 'owner'. When making the popup to set the owner, it surely could choose that just as well as the current ticket viewer as the default for this item. What I am trying to accomplish is to make it easier for tickets in certain states to have the owner changed without changing the state. As it is, it requires three ticket actions to accomplish this.
