I don't know, but you could try it. There is a Trac script to migrate from SQLite to PostgreSQL, but I'm not sure, whether it works correctly.
I'm using sqlite3 as my database. I'm using fastCGI for my Python/Apache connection and we do have a local template that we use.
If the template is related to tickets, disable it for testing. A badly written template can hurt performance. About fastCGI and WSGI: Not sure, but WSGI should give you good performance. Try it and comment on the list, please!
