[Trac] Change Ticket Owner without Changing Ticket Status

In Trac 12.2-5, I would like the capability to change the Owner of a ticket in 
the Action section of a ticket (much like the 'reassign' action), but I don't 
want to change the status of the ticket.  

Can this be done?  If so, how?
