I don't have a plan for how this would come about, but just mentioned it because I'm interested in seeing some significant improvements to the notification system in Trac. I imagine we'd want to start by developing the (or refining your) proposal, and deciding if there is anything that can be reused from the existing AnnouncerPlugin, be it design or code. There are a pretty long list of issues that need to be dealt with to even make AnnouncerPlugin usable in its current form. Maybe i can find some time to look at it as well in the coming months. Regardless of the sprint, Trac 1.2 could use a big feature and as far as I know we haven't decided on any big features to work towards yet.
