You can modify SupportDeskPolicy like so:

- return ticket['reporter'] == username
+ return username in (ticket['reporter'], ticket['owner'])

That change will allow a user with TICKET_VIEW_REPORTER to only view 
ticket's for which they are the reporter or owner.
