The only explanation that makes sense to me is that AuthzPolicy is revoking
ATTACHMENT_MODIFY permission. To determine if that's the case, you could
temporarily revert the permission policy to the default:
ReadonlyWikiPolicy,DefaultPermissionPolicy,LegacyAttachmentPolicy
