Where I work we have not-quite-independent projects. There's a client side and 
a server side. Currently they are in separate repositories. However, the QA 
department will not infrequently file a bug on one side and the issue turns 
out to be on the other (or on both), or a feature enhancement requires work 
on both sides. 

We're probably going to end up merging the repositories somehow, but I can see 
situations where that wouldn't be feasible but you'd still want to have a 
single Trac project so you could track issues that affected both.
