Alec Thomas has started development on this in the sandbox.  There's
been some discussion on the trac-dev mailing list, so you can check the
archives, or subscribe to that list if you want to participate in the
discussion.

... and I think it's already quite usable: when I tested it a few days ago,
everything worked fine; you may want to have a try by yourself:

svn checkout http://svn.edgewall.com/repos/trac/sandbox/workflow

Simple workflows can be configured directly in the trac.ini file.
It is possible to write more complex workflows as plugins.
