This is not really possible for now.
I guess this could/should be part of the future "workflow" features
that will be introduced after the release of Trac 0.10.

A workaround could be to assign the supervisor as the default owner
for all the components, and set the "always_notify_owner" config
option. This way, the supervisor will receive a notification for any
ticket he has not assigned yet to another member of the team.
