This is doable in the current trunk using an ITicketChangeListener.

Sounds reasonable to me. But the only reference to a default owner I
see is

No need for a patch: when you create (or reassign) a component, you
can specify the default owner of this component. You can use
trac-admin or WebAdmin plugin to do so.
