I hope the developers of the workflow branch (Alec, ...) can answer this question, as I did not follow the development of the new workflow engine.
Sounds reasonable to me. But the only reference to a default owner I see is http://trac.edgewall.org/ticket/1333 - will the applied patch work with the 0.9 branch also?
No need for a patch: when you create (or reassign) a component, you can specify the default owner of this component.
