Just following up to Adrian's original post here.  I met him at a meeting the 
other day while both of us and a third fellow had our APRS gear handy, and we 
pinned it down in a few minutes.  

It only seemed like his tracker wasn't ACKing messages, but it *was* indeed 
sending ACKs on receipt of messages.  The audio level on his T2 was set so that 
his packets were not being decoded reliably by receivers (one of us could 
decode half of his packets, I could only decode one in ten or so).  A quick 
tweak to the level improved matters so that I could always decode his packets, 
and I advised him to go through the process described in the manual for setting 
it optimally.

Hope that helps someone else in a similar situation.
