Try to disable all sentences you don´t use. The OT2 is may be overloaded… Had 
this issue in another application a while ago. 
Look for the $PGRMO command in the technical manual.

I have a friend with an OT2m. I had it here for re-programming a
few weeks ago. It is normally connected to a Garmin GPS 18. It
seems to work OK when moving, but when stationary, it often
indicates that it is travelling at absurd rates... as much as 1600 kmh.
He is visiting nearby and I loaned him another GPS which is behaving.
I have his Garmin GPS 18 here and I've been watching it in VisualGPS.
I couldn't get a lock indoors near a window (new metal roof) where
my own GPS receivers can often get a lock. I have it outside now 
and it didn't have any trouble figuring out where it was. Looking at
the "survey window" in VisualGPS, it hasn't wandered more than
100-200 feet all morning. It is outputting the following NMEA sentences.

$GPRMC shows speed over ground is zero when testing
$GPGGA
$GPGSA
$GPGSV
$PGRME
$GPGLL
$GPVTG shows ground speed is zero when testing
$PGRMV (couldn't find info on RMV)
$PGRMF (couldn't find info on RMF)
$PGRMB not showing any velocity towards destination
$PGRMM
