That's true, but then "GPS quality" wouldn't be available on the OT2m. Mind you, I normally don't have that enabled, and don't recommend that it be routinely used. It can be handy for troubleshooting though. Speaking of which, I should consider turning it on temporarily in the OT2m that the GPS 18 will be connected to. It might give some hints if the problem persists.
