I used to do cross matching of absent parent data from our child support
system, with data from the unemployment office. And dependants receiving
medical services, who's absent parent got a job with medical coverage, and
listed children on a medical plan, that medical plan would be billed first,
then the state would pick up the rest. Matches were based upon Name, birth
date, ssn. Since the unemployment office and the child support offices
belonged to the state, there must be an interesting challenge on how, and
who, needs to pass compliant data.

Can somebody provide as to what is the extent of the impact of HIPAA on
TPL subsystems, since there is a clear section on Coordination of
Benefits in the Transaction Set, but there is no such clarity in the
regulations. Can somebody provide as to what other states are doing on
the same?
