We're asking the same question ourselves in the WEDi/SNIP ID & Routing group. See, for example, my posting entitled " More Stuff and Questions on Routing Identifiers," from Tuesday, where I wonder if there's any clear way in the 837 or 270 for the provider to tell the payer which ID (and domain) to use for addressing transactions back to him, at http://www.mail-archive.com/routing%40wedi.org/msg00326.html.
The WEDi/SNIP ID & Routing group, a Special Interest Group under the Business Issues Group, is developing recommendations for the "auto-discovery" of trading partners (payers, providers, third-party administrators, etc.) and their technical capabilities. Borrowing from ebXML, we plan to devise an XML schema for an electronic WEDi/SNIP Healthcare Collaboration-Protocol Profile (CPP). CPPs will be located by Trading Partner ID of any participant involved in HIPAA Health Care EDI - either through a DNS-based "directory" of our own design, or possibly UDDI or the OASIS ebXML Registry. The IG says the should be the Electronic Transmitter Identification Number (ETIN) established by trading partner agreement. Can it be the same as the interchange ID of the sender on ISA? My guess is that it can be same when sender is originator of the transaction; and when the sender is a transmission intermediary, the ETIN field should contain the original sender's interchange ID/ETIN.
