My read of the reg says yes, one can assume that all payers will accept taxonomy codes even though they don't require them.  Source of understanding is below.
 
"Section 162.925. Additional requirements for health plans."
"...(3) A health plan maynot reject a standard transaction on the basis that it contains data eleents not needed or used by the health plan (for example, coordination of benefits information.)"
